| dc.description.abstract | 복지국가는 삶의 문제를 개인에게 전적으로 맡기지 않고 인간다운 생활에 필요한 최소한의 과제를 국민 모두가 함께 해결하는 국가라고 할 수 있다. 그런 점에서 기초연금제도는 연금 사삭지대에 있는 사람들을 근본적으로 구제할 장점이 있지만 이 제도의 선결조건으로 막대한 재원 마련이 필요하다. 이에 정치권은 우선적으로 현재 국민연금에 대해 불신하고 있는 국민을 설득한 후에, 다각적인 국민연금 사각지대 해소방안을 논의할 수 있을 것이다. |
