이 글에서는 한국복지패널 자료를 통해 2011~2018년 기간 동안 장애인과 비장애인의 주거 격차 수준이 변화되는 양상을 살펴보았다. 분석 결과 최저주거기준 미달이나 주거비 과부담과 같은 주거 취약 상태의 비중은 2010년대 들어 점진적으로 감소하고 장애인과 비장애인의 격차도 줄어들고 있다. 이는 현재의 주거정책이 장애 관점에서 비교적 성공을 거두고 있다는 판단을 가능하게 한다. 하지만 여전히 장애인의 약 20%는 최저주거기준 미달 상태, 6%는 주거비 과부담 상태에 있어 정책 대응이 요구된다. 또한 장애인의 최저주거기준 미달 비율은 연령대에 따라 차이가 거의 없지만, 주거비 과부담 비율은 고령 장애인이 약 10%에 달하여 근로연령대 장애인에 비해 상당히 높다. 분석 결과를 바탕으로 고령 장애인의 주거비 경감 및 노후 소득보장 강화, 장애인의 주거환경 개선, 그리고 장애인의 특수성을 고려한 최저주거기준 마련의 필요성을 제시하였다.
This article examines the level of housing gap between persons with and without disabilities for the period 2011~2018 using data of the Korean Welfare Panel Study. As a result of the analysis, housing vulnerabilities, such as failure to meet the minimum housing standard or an excessive housing cost burden, have gradually decreased, with the gap between persons with and without disabilities also narrowing. This makes it possible to judge that the current housing policy is relatively successful in terms of disability. However, about 20% of persons with disabilities are still living below the minimum housing standard, and 6% are burdened with excessive housing costs. Based on the results of the analysis, several policies were proposed to improve housing for persons with disabilities.
