본 연구는 아시아 사회보장제도에 대한 연속적 연구로서, 올해는 아시아 이슬람 국가들을 주요 연구대상으로 삼아 각국의 제도를 이해하고 이슬람 종교가 사회복지체제에 어떤 영향을 미치는지 연구하였다. 인도네시아, 말레이시아, 이란, 터키 4개국의 공적 사회보장제도를 정리하고, 이슬람 공동체에서 가난한 사람들을 구제하는 경제적 정의 실현 수단으로 이용되는 자카트(zakāt)와 와끄프(waqf)의 원리 및 현재 무슬림 국가에서 사회보장제도로 작동하는 방식을 이해하고자 하였다.
이슬람 전통의 사회복지제도가 오늘날 이슬람 국가에서도 빈곤완화 및 분배적 정의를 실현하는 장치로서 기능할 수 있는 잠재력은 크다. 하지만 자카트 기금의 징수 및 관리, 집행 과정의 투명성과 적절성, 와끄프 경제의 건전성과 정부와의 적절한 역할의 균형이 수반되어야 할 것이다. 연구대상 국가 모두 사회보험 위주의 사회보장제도를 운영하고 있는데, 이는 비공식 부문 노동자가 많고 다양한 고용형태가 확산되는 오늘날의 노동시장 환경에서 사회보장기능을 취약하게 할 가능성이 있다. 또한, 말레이시아, 터키의 낮은 사회지출로 인한 낮은 포괄성과 미흡한 재분배 기능, 인도네시아의 낮은 급여수준, 산유국으로서 이란의 사회보장 재정 불안정성과 외부환경에 대한 취약성은 과제로 남아 있다.

This study is a comparative study of the social security system of Islamic countries in Asia - Indonesia, Malaysia, Iran, and Turkey. In particular, it seeks to understand the principles of zakāt and waqf used as a means of realizing economic justice to relieve the poor in Islamic communities, and how they currently operate as social security systems in Muslim countries.
Indonesia began to establish a social security system in the wake of the financial crisis in the late 1990s. National Health Insurance, launched in 2014 covers 81.5% of the population in 2020. However, the Manpower social security (launched in 2015), which has the characteristics of old-age pension, industrial accident compensation insurance and life insurance, covers only 24.6% of workers in 2018 and cannot cover the informal workers, who make up 70% of workforce. Despite the voluntary fundraising, Indonesia's Jakat fund is large enough to reach 3.4% of Indonesia's GDP in 2016. According to the ADB, the coverage has been expanded to 90%, but the amount is quite low.
Malaysia's retirement income for private sector is the Employees Provident Fund (EPF), which is a defined-contribution system. Employment, injury, and incapacity pensions, excluding pensions, are operated by social insurance of the Social Security Organization (SOCSO). In the case of the social assistance, there are cash transfers and services for the vulnerable and BR1M (cash support to low-income households). Malaysia's Jakat Fund also plays a role in poverty alleviation, which is collected and executed by private institutions and supervised by the government. Malaysia's social insurance-oriented system does not protect the growing number of workers in the informal sector, and EPF does not provide a stable retirement income guarantee.
Iran’s social security system is centered on contribution based institutions. The Social Security Organization (SSO) manage and operate public social security systems such as old-age pension, survivors' pension, industrial accident and injuries allowances and cover 70% of the urban population and 45% of the total population. In Iran, oil subsidies have been provided, but they have recently been converted into the universal cash transfer in the form of basic income. Instead of the government, Bonyad (private religious foundations, waqf) provide cash transfer and social services to the poor, the vulnerable people with government subsidies and zakāt funds.
Turkey's social security system is centered on the social insurance system. Turkey's contribution-based social security system consists of social insurance, national health insurance and unemployment insurance. In 2006, through a major institutional reform, a social security organization was established, and the existing social insurance system for public officials, workers, and self-employed people was integrated into one. Social insurance covers 71 million people, or 85% of the total population including 35.9 million dependents. The social assistance policy was strengthened recently. SASFs (waqf, local religious foundations) receive funds from the Ministry of Family and Social Policy, and serve as a delivery agency of social assistance. With regular employment-based social insurance and generous pensions, social security finances are deteriorating, and many of the employed are not guaranteed.
The traditional Islamic social welfare system has great potential to function as a device for realizing distributive justice and poverty alleviation even in today's Islamic countries. However, this is possible only when there is a balance of the collection and management of the Zakat Fund, the transparency and appropriateness of the enforcement process, the soundness of the Waqf economy.
