dc.description.abstract	현실에서 기술혁신은 제조업을 시작으로 많은 업종에서 사람들의 노동에 질적, 양적으로 영향을 미치고 있다. 일자리는 국경을 넘어 이동하며 일국 차원의 일자리 수요에 영향을 미치고, 노동에 대한 법적 규제가 방향을 잃음에 따라 많은 사람들이 고용불안과 저소득의 위험에 직면하고 있다. 이 문제가 <노동-가족-복지국가의 삼중구조>에서 비롯되었다면 그 해법은 이 구조를 재편하는 방향에서 모색되어야 한다. 이 연구에서는 재편방향과 관련된 원칙을 몇 가지 제안한다. 첫째, 고용 중심에서 벗어나야 한다. 실제로 국민들이 체감할 수 있는 소득재분배와 사회서비스보장을 강화해야 하는 시점이 아닌가. 둘째, 개인 중심으로 전환해야 한다. 가구는 연대가 작동하는 사적영역이지만 개인의 소득을 보장하지 않고서는 그 연대는 가부장적이거나 종속적인 문제가 있다. 셋째, 임의적/시혜적 보장에서 보편적이고 사회권적 보장으로 이행해야 한다. 즉, 욕구가 있는 모든 국민이 사회보장의 혜택을 받게 하는 보편적 보장이 되어야 한다. 넷째, 공정한 부담을 전제로 하는 재원조달 체계를 구축해야 한다. 보편적 사회보장체계는 <계층 간·세대 간 연대>를 목적으로 기능한다는 점에 대한 공감대 형성이 필요하다.
dc.description.abstract	This study diagnoses some problems faced by the Korean social security system over the past 20 years (2000-2020), and suggests the following policy measures necessary to establish an alternative social security paradigm. First, due to the diversification of employment patterns, Korea's social security system has to solve three problems: 1) addressing the economic and social gap caused by the dual structure of labor market and social security, 2) establishing an income-based social insurance system based on the increase in 'hybrid employment' under the digital economy, and 3) establishing a fast and transparent social security infrastructure to cope with the economic and social risks that have been exacerbated by COVID-19. Second, Korean society is in a situation where employment policies and social security policies should be reorganized to support a new and growing social class suffering from job insecurity called precariat, due to the diversification of employment patterns. In particular, there are concerns about the sustainability of social insurance, so the tax and administrative system should be reorganized so that all workers can be recruited as into social insurance and social security systems. Third, the size of precariat in Korea can be estimated according to various criteria, and if the definition of Guy Standing is adopted, 43.8% of the people aged 20 to 69 are estimated to be precariats. Of course, this is also the result of reflecting standards (e.g., representation through labor unions) that are difficult for many Korean workers to meet. In addition, according to the survey data on the working conditions by employment type, 46.1% of wage earners are estimated to be precariats. Fourth, in order to resolve the dual structure of the labor market and social security, the Korean government should hurry to establish a universal social security system based on social consensus on the following two policy tasks. The study proposes establishing an income-based universal social insurance system and introducing social security tax as a policy task for establishing a universal social security system.
