| dc.description.abstract | 이 연구는 3년간 이루어지는 중기 과제로, 2차 연도인 올해는 2차 연도의 환경적 변화와 보건복지정책 인식 변화 및 신기술 이슈를 파악하고, 1차 연도 연구 결과를 바탕으로 노인, 장애인, 코로나19 관련 보건복지정책과 기술 간 융합에 관한 사례연구를 진행하고자 한다. 나아가 안전한 융합체계를 마련하기 위하여 거버넌스 측면에서 국내외 기술 관련 윤리 정책 및 법제 동향을 분석하고, 보건복지정책에서 기술을 조화시키기 위한 방안을 살펴보고자 한다. 2차 연도의 주요 연구 내용으로 우선 2장에서는 2019년도 연구 결과로 도출된 주제인 노인, 장애인 관련 내용을 요약 정리하였다. 그리고 2020년도의 환경적 변화인 포스트 코로나 시대의 신기술 논의들을 살펴보았다. 3장에서는 보건복지정책과 신기술에 대한 국민의 수용성과 현실 반영 체감도를 살펴보고자 일반 국민 및 전문가 인식 조사를 실시하였다. 보건복지정책의 신기술 활용에 대한 인식 문항을 추가하여 보건복지정책과 신기술 연계·활용 시 기대되는 부분, 우려되는 부분을 조사하였고, 2019년도와 동일한 문항에 대해서는 2020년도 결과와 비교 분석하였다. 4장에서는 이와 함께 언론 동향도 살펴보고자 텍스트마이닝을 활용하여 비정형 빅데이터 분석을 실시하였다. 5장은 보건복지정책과 신기술 간 융합의 구체적인 사례 연구로 정책 대상인 ‘노인’, ‘장애인’, 환경 요인인 ‘코로나19’ 세 주제와 관련한 빅데이터와 융합 사례를 살펴보았다. 6장에서는 보건복지정책과 융합 체계 구축의 거버넌스 차원에서 필요한 사항을 법·제도적으로 검토하였다. 마지막으로 결론에서는 보건복지정책과 기술 간 융합 체계 구축 프레임을 적용하여 함의와 과제를 제시하였다. |
| dc.description.abstract | 2020 is the year when the global spread of the Corona 19 virus has led to drastic changes in our lives, such as the use of the term “post-corona 19”. The demand for non-face-to-face services has been increasing since Corona 19, which is summarized as “New Normalization of Non-face-to-face, De-globalization and localization of non-face-to-face, everydayization of risks, and systematic response to science and technology in health care,” and the importance of new technologies has been further highlighted. Technology can create new added value even with a single technology, but it can fuse with each other to create another new technology, and its utility value doubles when well linked with policy. The purpose of this study is to draw up measures to narrow the gap between the two so that health and welfare policies and science and technology can be well connected and converged based on big data, assuming that new technologies can enhance the effectiveness and efficiency of health and welfare policies. Research on establishing a convergence system between big data-based health and welfare policies and technologies is a mid-term task planned for three years. This year, the research was conducted in the second year, and the main issues were derived based on the research contents of the first year and the contents were organized around the case study. If this study examines and prepares matters to be considered in advance before applying new technologies in the health and welfare field, the health and welfare policy can contribute to improving the quality of people's lives. |
