dc.description.abstract	사회복지 분야의 행정사무 조사와 복지사업 조사를 실시하여 복지사무 및 복지사업 현황을 파악하고, 중앙정부와 지방자치단체의 기능과 역할 분담을 고려하여 복지사무 및 복지사업 분담체계를 정리하였다. 복지사무는 중앙정부, 광역자치단체, 기초자치단체의 역할 정립을 기초로 하여 분담체계 개선이 요구되며, 특히 동일사무를 축소하고 개별사무와 전담사무를 증가시키는 방향으로 개편이 필요하다. 복지사업 및 분담체계 개편의 핵심은 국고보조 복지사업 축소이다. 국고보조사업은 복지사업의 유형에 따라 국가사업으로 전환하거나 또는 지방으로 이양해야 할 것이다.
dc.description.abstract	The purpose of this study can be summarized as follows. ① Understanding the current situation of welfare affairs and programs through affairs survey and budget analysis. ② Analysis of status and problems about distribution system of welfare affairs and programs. ③ Suggestion reform alternatives of distribution system of welfare affairs and programs. The reform of the distribution system is not only the rearrangement of welfare affairs and programs, but also the reorganization of government functions for the promotion of autonomy and the establishment of intergovernmental relations. The contents of reform plan can be summarized in three categories. First, it is necessary to expand the authority and role of the regional local government. Second, most state subsidy welfare programs have to devolved to local government. Finally, duplicate affairs will be reduced, and individual and exclusive affairs will be expanded.
