dc.description.abstract	이 글에서는 한국의 대표적인 근로능력이 있는 수급자에 대한 노동연계복지(workfare) 정책인 자활사업에 대한 변화 요인을 짚어 보고, 그 방향에 대하여 검토해 보고자 하였다. 또한 최근 코로나-19에 따른 경제사회의 변화와 부양의무자 단계적 폐지에 따른 근로능력이 있는 수급자의 증가 추세, 정부의 저소득층에 대한 사회적 안전망 지원이 확대되는 과정에서 자활사업이 처할 수 있는 위기와 기회가 공존하는 상황이 자활사업에 긍정적으로 작동될 수 있는 과제를 제시해 보고자 하였다. 근로능력이 있는 수급자의 변화와 이들이 소득지원 안전망으로 참여하는 자활근로사업의 변화를 확인하여 향후 비수급 빈곤층에 대한 자활사업의 방향과 흐름을 살펴 그에 대한 구체적인 대안 방향을 모색해 보고자 하였다. 자활사업의 변화와 혁신의 과제로서 참여자의 변화에 맞는 이중적 복지정책 프로그램의 구조 개선, 현장과의 소통의 강화, 그리고 지속 가능한 일자리로의 전환이 가능하도록 하는 진화적 전략 방향을 제시하였다.
