dc.description.abstract	이 연구는 국공립어린이집 확충 및 취약보육서비스 확대가 돌봄취약가구의 보육기회를 향상시키고 있는지를 살펴보는 것을 목적으로 한다. 이에 취약가구 여부 변수, 지역변수, 그리고 시기변수를 조합한 이중차이 및 삼중차이 방법을 적용한 비선형 로짓모형을 활용하여 평가모형을 설계하였다. 분석에 활용되는 주요 개념인 돌봄취약가구는 기존문헌과 현행 제도를 참고하여 맞벌이, 다문화, 저소득, 한부모 가구로 설정하였고, 지역범주는 일반적으로 적용되는 대도시, 중소도시, 농어촌의 구분을 적용하였다. 평가기간은 2015년부터 2018년까지이며, 자료분석에는 신혼부부통계와 보육실태조사, 그리고 보육통계를 활용하였다. 분석결과, 맞벌이 가구의 보육서비스 이용은 평가기간 동안 홑벌이 가구에 비해 증가하였으나, 다문화 가구의 경우 서비스 이용률이 더 낮아지는 상반된 양상을 보였다. 또한, 맞벌이 가구의 경우 중소도시와 대도시 및 농어촌과의 서비스 이용률 격차가 감소한 반면, 다문화 가구의 경우 더 커지는 결과를 보였다. 본 연구는 현재의 입소우선순위에 대한 재검토하여 돌봄취약가구의 취약성을 보다 세밀하게 반영하는 것과 중소도시를 중심으로 취약성이 높은 다문화 가구와 같은 돌봄취약가구의 보육서비스 접근성을 강화할 수 있는 프로그램 도입 검토를 제안하였다.
dc.description.abstract	We conducted a study of changes in the enrolment of children from dual earner, marriage immigrants, and low-income in early child care centres. The study was carried out using the Newly Married Couple Statistics and Child Care Survey, and Child Care Statistics which offers unique possibilities to study child care enrolment. The results show that regional inequality has changed differently and public child care centres. Also, the recent policy strategy resulting in a significant increase in the child care use from dual earner families while resulting in a significant decrease in marriage immigrants families. The results implies that the inequalities in childcare use was deepened among multicultural families in Korea.
