국가보훈대상자 인구추계 및 보훈급여금 전망: 코호트요인법을 중심으로 = A Study on the Population Projections of National Veterans and Prospect of Veterans Benefits: Focusing on Cohort Component Method

dc.description.abstract | 2019년 정부예산 대비 보훈예산은 7.2%를 점유하고 있으며 세출예산과 기금예산 등 총 6조 3천억으로 구성되어 있다. 세출예산 중 보상예산은 약 4조 2천억 원에 달한다. 즉 보훈예산의 66%가 보훈급여금으로 지출되고 있는데 여기에는 보훈보상금과 수당, 수시보상금으로 구성되어 있다. 본 연구를 위해 2011년부터 2018년까지 국가보훈처의 보훈대상자 증감 DB, 인구코호트 보훈급여금 지급내역 DB를 분석하여 향후 30년간의 보훈대상자 추계와 보훈급여금 재정추계를 살펴보고자 한다. 그 결과, 보훈대상자는 2018년 847,078명에서 2050년에는 보훈인구의 고령화로 참전유공자 수가 크게 감소하면서 현재의 61.6% 수준인 521,829명으로 감소할 예정이다. 그리고 보훈급여금은 2018년 4조 1천억 원에서 2050년에는 10조 원을 넘어서는 것으로 나타났다. 따라서 향후 보훈대상자의 전반적인 노령화 추세로 인한 보훈급여금 추계의 문제점 및 보훈대상자별 다양한 특성을 고려한 모형이 부재하여 비용추계에 활용할 수 있는 모형 구축의 필요성이 지속적으로 제기되고 있다. 또한 보훈급여금의 중·장기적인 재정추계를 통해서 보훈예산을 효율적으로 집행할 필요가 있다. |
