Abstract

특수형태근로종사자는 일한 만큼 소득을 벌어들일 수 있지만 노동과 쉼의 구분이 모호해서 객관적인 자유시간으로는 일과 삶의 균형을 평가하기가 어렵다. 본 연구의 목적은 작업장소나 노동시간이 불분명한 특수형태근로종사자의 시간빈곤과 일과 삶의 균형에 대한 주관적 인식간의 관련성을 분석하는데 있다. 자료는 2017년 제5차 근로환경조사에서 추출한 2,228명의 특수형태근로종사자이고 분석방법은 회귀분석을 활용했다. 분석결과는 다음과 같다. 첫째, 특수형태근로종사자는 일반임금근로자에 비해 더 많은 시간빈곤(유급노동이 길고 자유시간은 부족)을 경험하였고 일과 삶의 주관적 인식도 낮았다. 둘째, 직종별 비교에서 특고내 일부직종은 객관적인 시간활용과 주관적 일과 삶 균형점수의 불일치가 나타났다. 셋째, 회귀분석결과에서 특고는 시간빈곤자일수록 일과 삶의 불균형수준이 높고 이중빈곤자는 관련성이 없는 것으로 나타났다. 이상의 결과는 특수형태근로종사자가 기존의 표준노동 집단과 다른 특성을 가진 집단임을 보여주며 비전형노동특성으로 말미암아 취약한 여건에 있다는 것을 보여준다. 본 연구는 근로시간 단축정책이나 노동시간으로 임금보상이 이루어지는 최저임금제와 사회보장제에서 특수형태근로종사자가 배제될 수 있다는 점을 지적하였다.

It is difficult to assess work-life balance with objective discretionary time because the distinction between work and rest is ambiguous. The purpose of this study is to examine the relationship between time poverty and subjective indicators of work-life balance among Korean dependent self-employed workers. Data on 2328 dependent employed workers were extracted from the Fifth Korean Working Conditions Survey (2017) and analyzed by a multiple regression method. First, the descriptive results indicated that dependent self-employed workers had long paid work and lack of discretionary time and were less likely to be satisfied with the work-life balance than general standard workers. Second, in the descriptive comparison by occupation, some dependent self-employed workers showed that objective discretionary time was inconsistented with subjective work-life balance. Third, results from regression showed that dependent self-employed workers were more likely to be time-poor, whereas the dual-poor were not related to the work-life balance. The findins showed that dependent self-employed workers are in vulnerable conditions due to their non-standard labor characteristics. Therefore, they are deviated from standard contracted employee. This study pointed to the limits of labor policy for self-employed workers excluded from the labour rights and the lack of social security system.
