dc.description.abstract	복지국가의 돌봄 영역에서 이주노동자가 일하는 현상이 동아시아 국가에서도 나타나고 있다. 일본과 대만 모두 노인돌봄을 목적으로 하는 이주노동자를 허용하는 정책을 운영하고 있으나, 유입 규모나 활용 방식에서 차이를 보인다. 일본의 제도는 개호보험제도 내에서 시설을 중심으로 내국인과 동등한 근로조건으로 이주노동자를 고용하고 숙련을 쌓도록 하는 방식이다. 대만의 경우 돌봄 욕구가 있는 가구의 외국인 고용을 국가가 허가하는 방식으로, 일본 대비 돌봄 영역 이주노동자 규모가 크다. 대만의 이주노동자들은 장기요양제도가 아닌 가정 내에서 주로 서비스를 제공하기 때문에 서비스 질을 담보하기 어렵고 가정 내 돌봄을 제공하는 이주노동자들에 대한 차등적 처우의 문제가 있다. 장기요양제도와 관련된 이주노동자 정책은 장기요양 수요, 서비스 질, 인력 수급의 안정성, 돌봄노동과 젠더 불평등 등에 미치는 영향까지 종합적으로 고려하여 설계해야 할 것이다.
