기초지방자치단체의 사회복지예산 비중이 지역 노인자살률에 미치는 영향: 도시와 농어촌의 차이를 중심으로

Abstract

본 연구의 목적은 기초지방자치단체의 사회복지예산비중이 지역 노인자살률에 미치는 영향을 살펴보고, 이러한 영향이 지역유형에 따라 다르게 나타나는지 확인하는 것이다. 이를 위해 통계청 사망원인통계와 기초지방자치단체 단위의 행정데이터를 분석자료로 활용하여 2012년부터 2016년까지 전국 229개 시군구를 대상으로 기술통계분석 및 패널회귀분석을 실시하였다. 기술통계 분석결과 노인자살률과 사회복지예산비중의 연도 및 지역별 편차가 크게 나타났고, 시간에 따른 노인자살률 패턴이 도시와 농어촌별로 다르게 전개됨을 확인하였다. 패널회귀 분석결과 기초지방자치단체의 사회복지예산비중이 증가할수록 지역의 노인자살률이 감소하는 것으로 나타났다. 그리고 사회복지예산비중의 증가가 노인자살률 감소에 미치는 영향은 도시에 비해 농어촌이 상대적으로 더 큰 것으로 나타났다. 이러한 연구 결과를 바탕으로 노인자살문제를 완화하기 위한 사회복지 개입과 지역 간 차별화된 접근의 중요성을 중심으로 실천적 함의를 논의하였다.

This study aims to examine the effects of social welfare budget on elderly suicide rate involving 229 local governments and to test whether the effects of social welfare budget on elderly suicide rates differ between urban and rural areas. For these purposes, we performed descriptive statistics and panel regression using the data set generated from the causes of death statistics by Statistical Office and administrative data from 229 local governments. Descriptive statistics showed that social welfare budgets and elderly suicide rates vary by local governments. The changing patterns of elderly suicide rates differ between urban and rural areas with time. The result of panel regression showed that social welfare budget was negatively associated with elderly suicide rates, indicating that local governments with higher levels of welfare budgets presented significantly lower elderly suicide rates. Further, the effects of social welfare budgets on elderly suicide rate varied by regions, indicating that the effects in rural areas were much stronger that those in urban areas. Based on these results, implications for social welfare with specific focuses on the importance of social welfare budgets and regional differences.
