dc.description.abstract	이 연구는 현재 사회복지시설 서비스 공급에 대해 이론적으로 분석하고 현행 시설 평가제도를 분석하며, 국외 사례 분석에 기초하여 복지시설 평가제도 개선방안을 모색하고자 하였다. 연구 결과에 따른 주요 개선방안은 다음과 같다. 시설 설치 신고제에 따라 복지시설 운영 수준이 운영 주체와 규모별로 이질적이므로 복지시설 유형별 최저 운영 수준 유지하는 문제는 복지시설 정책에 있어 우선적으로 관리되어야 한다. 또한 시설 서비스의 품질 개선 문제도 동시에 고려되어야 한다. 다음으로, 시설 관리 정책의 명확한 방향 설정이 필요하다. 관리·감독 권한의 명확화와 감독 목적에 맞게 구체화하고 그 결과를 명확히 환류하는 시스템을 갖출 필요가 있다. Rapidly changing age structure of demography is one of the most serious challenge in Korea. Not only burden of social costs but also the establishment of service supply system for meeting various individual service needs are becoming more and more main concern of social policy. The Evaluation of social welfare facilities has taken the important roles in improving the quality of social services until now. The new environments of social policy demand the change in management policy of social welfare facilities. This study focused on the evaluation policy of social welfare facilities and tried to search for the strategies of facilities management policy. The separation of stewardship and quality control and the establishment of organisation for service quality management is one option. At the same time, the central government and local administration organizations take the charge in the stewardship.
