도시재생사업의 탐색을 통한 쇠퇴지역 내 지역주민의 거주문제와 삶의 질 증대의 모색: 부산해운대 우동 지내마을을 중심으로

Abstract

최근 쇠퇴하는 도심지역을 경제, 사회, 물리, 환경의 차원에서 활성화를 목표하는 도시재생사업에 대한 논의와 전략이 활발하게 논의되어 왔다. 그러나 다양한 도시 문제로 인해 재생사업이 필요하지만 사업에 탈락하거나 선정 외 지역에 대한 관심과 연구는 미미한 실정이다. 이에 본 연구는 주민들의 안전, 복지, 환경의 문제를 지니면서도 도시재생사업 대상으로 선정되지 않아, 주거문제를 경험하고 있는 지역에 대한 사례분석을 시도하였다. 분석의 대상은 번화가에 위치하지만 주거상태가 열악한 해운대 우동의 지내마을을 대상으로 하였다. 인터뷰 및 문헌조사 분석 결과 사례 지역 내 주민들은 범죄로부터의 안전하다고 느끼지 못하고 있으며, 지역의 폐가로 인해 환경오염 및 소음공해에 시달리고 있었다. 또한, 지역의 높은 지대와 지자체의 부족한 건설예산으로 문화 및 복지시설이 존재하지 않아, 관련 서비스를 거의 제공받지 못하고 있는 것으로 나타났다. 분석 결과를 토대로 본 연구는 도시재생사업으로부터 소외된 쇠퇴 지역 내 주민들의 삶의 질과 복지수준을 증진하기 위한 정책적 시사점을 제시하였다.

Many discussions have been held about urban regeneration programs aiming the redevelopment of declining urban areas in terms of economic, social, physical and environmental dimensions. However, much less scholarly attention has been paid to regions that were not selected as target areas, although they still need investments in urban regeneration for sustainable development. This study implements a case study by taking a region that experiences difficulties in dwelling environments such as safety, social welfare, and environmental problems. This study finds that residents living in the studied area have suffered from an unsafe and deteriorated dwelling environment and noise pollution. Moreover, the interviewees reveal that this area does not provide any social welfare service to its residents because the local government faces lacks of budget for vulnerable social classes and this area has higher rent prices than other areas. Based on the results, this study suggest several policy implications to improve the quality of life and social welfare services of residents living in the disadvantaged area.
