비공식 돌봄과 노동시장 참여 및 성과에 관한 분석

Abstract

급속한 고령화로 인해 고령자에 대한 돌봄 및 수발의 필요성이 증가하고 있으며, 가족에 의한 비공식 돌봄은 중요한 위치를 차지하고 있다. 그러나 생산가능인구가 급격히 감소하는 가운데, 가족 수발로 인한 생산가능인구의 노동시장 이탈은 고용 및 경제 성장에 부담이 되는 요인이 될 수 있다. 이에 본 연구는 고령화연구패널조사 1차-6차 조사를 활용하여 가족에 대한 수발이 수발자의 노동시장 참여 및 성과에 미치는 영향을 분석하였다. 가족 수발과 노동공급에 동시에 영향을 주는 개인의 이질성을 통제하기 위해서 실증분석방법으로는 고정효과 모형을 활용하였다. 분석 결과, 가족 수발은 수발자의 근로 확률을 9.4%p, 연간 근로기간을 0.9개월 감소시키는 것으로 나타났다. 이는 평균값을 고려하였을 때 근로 확률은 약 16%, 연간 근로기간은 약 14% 감소하는 것으로, 가족 수발이 수발자의 노동공급에 상당한 영향을 주는 것으로 나타났다. 그러나 수발자의 주당 근로시간과 시간당 소득에는 유의한 영향을 미치지 않았다. 가족 수발이 근로 확률과 연간 근로기간에 미치는 영향은 특히 여성, 고졸 이하, 무급가족종사자, 수발 대상자가 시부모인 경우와 소득이 평균 이상인 가구에서 두드러졌다.

With rapid population ageing, the need of caregiving for the elderly is increasing. Also, informal caregiving plays an important role in caregiving for the elderly. However, with the rapid decline in the working-age population, labor market exit from the working-age population due to family care can be a burden on employment and economic growth. Using data from the Korean Longitudinal Study of Ageing (KLoSA), this study examines the effects of informal caregiving on caregiver’s labor market outcomes. To investigate the causal influences of informal caregiving, we implement fixed effects model, which can control for unobserved time invariant factors by exploiting the advantages of a panel data structure. The estimation results reveal that informal caregiving has negative effects on the probability of working and on annual working time. However, it has no effects on caregiver’s working hours and hourly wage. The negative impacts of informal caregiving on labor force participation are salient among women, unpaid family workers, less-educated workers, and caregivers in higher-income households.
