dc.description.abstract	잉글랜드의 사회적 돌봄은 위기에 처해 있다. 최근에는 재정 지원을 개인화(개인예산)하거나 단기의 집중적 일상생활복귀서비스에 투자하는 등 새로운 혁신적 시도가 이루어지고 있다. 그러나 이러한 시도들은 지방 재정을 크게 삭감한 긴축정책에 그 효과가 묻히고 있으며 사회적 돌봄 서비스 또한 부정적인 영향을 받아 왔다. 사회적돌봄 서비스를 받을 수 있는 노인 및 장애인의 수는 10년 전보다 더 줄어들었고, 민간 서비스 제공기관들은 재정적 생존 위협에 놓여 있다. 점점 더 많은 사람들이 돌봄을 사비로 구매하거나 가족 돌봄자를 의지하고 있으며 어떤 이들은 기본적인 욕구조차 해결하지 못한 채 살아가고 있다. 최근 영국 정부의 대응은 단기적, 위기 대응 중심적이었다. 보다 평등하고 지속가능성이 있는 재정을 창출할 개혁 전망은 보이지 않는다.
