한국의 비근로가구는 증가하였는가?

Abstract

본 연구는 한국복지패널 1차부터 11차 자료를 사용하여, 근로가능가구를 대상으로 비근로가구 비율을 측정하였다. 1990년대부터 서구 사회는 개인의 고용률은 개선되는 상황에서 가구단위 비근로가구 비율이 증가하는 현상에 대해서 정책적･학문적 관심을 지속적으로 가져왔다. 하지만 우리나라의 경우 아직 비근로가구의 규모 조차 파악이 안 된 상황이다. 이에 본 연구는 Gregg와 Wadsworth가 개발한 ‘가구단위 일자리 분포 분해 방법’을 통해 비근로가구 규모를 측정하였다. 그 결과 우리나라의 실제 비근로가구 비율은 예측된 비율보다 여전히 낮아서 가구단위 노동 공급은 건전한 것으로 밝혀졌다. 하지만 2006년 기준 실제 비근로 가구는 예측된 비근로 가구 비율보다 7.4%p 낮았지만, 2016년 기준 3.7%p 밖에 낮지 않아, 시간이 지남에 따라 비근로 가구 비율은 높아지는 추세인 것으로 확인되었다. 이러한 결과에 대해 논의하고 향후 연구방향을 제언하였다.

Concerns over growing workless households loom large in public debate and policy discussion since the late 1990s in European and English speaking countries. However, there has been no study conducted that focuses specifically on workless households in South Korea. This study examines the distribution of work across households among working-age households using the 11-wave KOWEPS data. To do this, a measure of employment polarisation proposed by Gregg and Wadsworth is used. Counterfactual prediction rate of workless households is still lower than actual workless household rate, but the discrepancy has been narrowed. This means that distribution of work across households has become more unequal.
