2017년 광역자치단체 자살예방정책: 제3차 국가자살예방기본계획 및 지자체 자살예방시행계획 수립매뉴얼을 기준으로 한 구성요소 및 세부과제 분석

Abstract

국제연합(UN)과 세계보건기구(WHO)가 자살예방 국가전략에 대해 강조한 바와 같이 자살률 감소를 위해 지방정부의 주도적 역할은 핵심적이다. 특히, 지역의 상황과 맥락을 반영하여 수립된 지방정부의 자살예방계획은 실효성 있는 자살예방사업을 위해 대단히 중요하다. 효과적 자살예방사업을 달성하기 위한 핵심요소가 지방자치단체 자살예방계획에 포함되어 수립되었는지를 조사하기 위해, 제 3차 자살예방기본정책의 3대 전략에 포함된 20개 세부과제 및 지방자치단체 자살예방 계획 수립 매뉴얼의 11개 구성요소를 기준으로 전국 17개 광역자치단체의 자살예방정책을 전수 조사하여 심층적으로 내용분석하고 기술적 통계를 분석하였다. 분석 결과 광역자치단체의 자살예방계획 수립 시 추진체계, 추진일정, 관리계획 등에서 개선되어야 할 점이 발견되었다. 이를 근거로 자살률 감소를 위한 지방자치단체 자살예방정책이 보완되어야 할 점에 대해 논의하고 향후 자살예방정책 수립의 방향에 대해 제안하였다.

As the United Nations and the World Health Organization emphasized on suicide prevention national strategies, the local government's leading role in reducing suicide rates is a key factor. Especially the local government's suicide prevention plan, which has been established in accordance with the local situation and context, is very important for effective suicide prevention projects. To investigate whether the core components for achieving effective suicide prevention programs were included in the local governments’ suicide prevention plans, suicide prevention policies of all 17 metropolitan local governments in Korea were investigated based on the 20 detailed tasks in the 3 strategies of the National Suicide Prevention Policy and the 11 core components of the Local Governments Suicide Prevention Plan Implementation Manual for in-depth contents analysis and descriptive statistics. The results show that the planning system, schedule, management plan need to be improved when establishing the metropolitan governments’ suicide prevention plan. Based on these findings, we discussed the need to supplement the local governments’ suicide prevention policy to reduce the suicide rate and propose the future direction of suicide prevention policy.
