dc.description.abstract	본고에서는 헤이그국제아동입양협약에 대응하여 아동의 최선의 이익을 보장하기 위한 국내 입양 체계의 개편 방안을 모색하였음. 협약의 내용에 기초하여 중앙 당국, 권한 당국, 인가 단체의 역할과 기능 그리고 입양 업무 분담 방안을 논의하였음. 지금까지 민간이 주도적으로 수행해 온 입양 업무는 입양을 둘러싼 국내 환경 변화에 대응하여 공공과 민간이 협력하여 추진해야 할 시점임. 아동의 권리 보호를 위하여 핵심적인 부분에서 공공의 역할을 강조하고 민간은 사회복지서비스 기능 강화가 필요한 부분에서 더 큰 역할을 수행할 수 있을 것임. 민간과 공공이 협력하여 입양 업무를 수행할 때 더욱 큰 시너지 효과를 발휘하여 아동의 권리가 한층 더 강화될 것으로 기대됨.
