dc.description.abstract	일본의 「장애인종합지원법」중 중증방문개호제도는 24시간 활동보조인 시스템을 갖추고 있으며, 이 제도를 통해 많은 신체장애인의 자립생활이 증가했다는 점에서 높이 평가할 만하다. 중증방문개호제도가 중요한 이유는 활동보조인이 신체 개호나 이동지원 등을 하지 않고 장애인 옆에서 지켜봐 주는 '지켜보기'가 중요한 서비스로 사회화되었다는 점에서다. 이후 2014년에 중증방문개호가 개정되면서 중증 장애인의 자립생활 환경이 크게 개선되게 되었는데, 개정 내용은 다음과 같다. 첫째, 이용 대상이 신체장애인에서 정신장애인과 지적장애인으로 확대되었다. 둘째, 활동보조인 이용이 불가능했던 병원에서의 이용이 가능해졌다. 셋째, 추가 지원으로 중증 장애인 기피 현상이 사라졌다.
