인구 집단 측면의 복지 수요는 사회복지 예산 비중 증가를 견인하였는가? = Did the Welfare Demand of the Population Side Lead to an Increase in the Share of Social Welfare Budget? Evidence from 16 Provinces in Korea

dc.description.abstract본 연구는 “인간의 삶을 영위할 수 있는 경제적 보장”이라는 사회보장의 본질적 목표와 함께 인구 구조 변화를 고려하여 복지 수요가 사회복지 예산 증가를 견인하였는지 실증적으로 살펴보고자 하였다. 이에 우리나라의 16개 시도를 공간적 범위로 하여 종속변수로서 일반회계 중 복지예산 사회보장 비중을, 지역별 복지 수요로서 인구 대비 기초수급자 수, 고령인구(65세 이상 인구) 비율, 0~4세 인구비율, 실업률을, 세입 측면을 반영하는 변수로서 지자체 재정자립도를, 지역의 사회경제적 특성을 통제하는 변수로 1인당 GRDP를 모형에 투입하여 패널분석을 수행하였다. 이때 패널고정효과/확률효과 모형 이외에 종속변수의 시차변수 투입으로 발생하는 편의 및 내생성을 통제하기 위한 방법으로 일반화적률-차분 추정을 바탕으로 하는 동적패널 모형을 함께 적용하였다. 주요 분석결과는 다음과 같다. 동적패널 모형을 적용한 분석결과에 따르면, 시차를 고려하지 않은 독립변수를 투입하였을 경우, 고령 인구 비율과 실업률이 사회복지예산 비중 증가에 큰 영향력을 미치는 것으로 도출되었다. 인구 대비 기초수급자 수 역시 미미한 정(+)의 영향력을 보이는 것으로 나타났다. 패널고정효과 모형을 기준으로 1시차 이전(t-1), 2시차 이전(t-2) 변수를 각각 고려한 경우, 0~4세 인구비율, 실업률을 제외하고, 각각의 영향력은 모두 정적(+)인 것으로 나타났다. 본 연구의 분석결과를 바탕으로 고령 인구 비율과 인구 대비 기초수급자 수와 같은 복지 수요 요인이 사회복지 예산 증가를 견인하고 있으며, 노령과 실업 부문에 대한 사회보장예산의 비중 변화가 상대적으로 커질 수 있을 것으로 해석할 수 있다. 이는 인구 구조 변화가 사회복지예산의 증가와 밀접한 관련이 있다는 점을 시사한다.
dc.description.abstractThe purpose of this study is to investigate whether the welfare demand led to an increase in social welfare budget by maintaining the demographic change with the fundamental goal of “guaranteeing the economic viability of human life”. The proportion of social welfare budget, social welfare budget, social welfare, basic recipients, population aged 65 and over, percentage of population aged 0 - 4, unemployment rate as independent variables in an aspect of demand side. We also consider independent rate of finance as control variable, respectively. The main results are as follows. According to a result of dynamic panel model, the elderly population ratio and the unemployment rate have a significant influence on the increase of the social welfare budget. The number of basic recipients compared to the population also showed a positive influence. According to the results of this study, the welfare demand factors such as the elderly population ratio, the unemployment rate, and the basic number of beneficiaries relative to the population are leading to the increase in the social welfare budget. This is significant in terms of proposing a standard to adjust the proportion of budget allocation by sub-sector in view of financial sustainability.
