dc.description.abstract현행법상 고용보험은 65세 이상 새롭게 고용된 자가 고용보험에 가입할 수 없도록 함으로써 실업급여 수급대상에서 제외하고 있다. 하지만 노후소득보장제도가 고령자의 소득을 보장하지 못함에 따라 고령자의 노동시장 참여율은 높다. 고령자의 근로소득은 여전히 생계를 위한 주요소득원이며, 이들의 고용은 불안정하나 65세 이상의 고령자는 공적이전소득 적용으로 실업 시 빈곤위험이 높지 않다는 이유에서 연령 상한을 두고 있는 것이다. 이에 본 연구는 65세 이상의 고령자의 근로여부가 빈곤위험에 미치는 영향이 실제로 크지 않은지에 대하여 분석하였다. 이를 위하여, 한국노동패널 11~19차(2008~2016년) 자료를 이용하여, 고용보험 가입 상한연령인 65세를 기준으로 55~64세와 65~79세의 고령자의 근로여부가 빈곤에 어떠한 영향을 미치는지 분석하였다. 분석방법으로는 개인 간 이질성과 빈곤의 상태의존성을 함께 통제하기 위하여 다이나믹 프로빗 모델을 사용하였다. 분석결과, 65~79세의 빈곤율은 71%, 55~64세의 빈곤율은 44%로 나타났으며, t시점의 근로여부에 따른 t시점의 빈곤율의 차이는 전기고령기에는 30.5%p, 65~79세는 20.7%p로 나타나, 근로여부에 따른 빈곤위험의 영향은 후기고령기보다는 전기고령기에서 더 크지만, 여전히 후기고령기에서도 큰 것으로 나타났다. 이를 바탕으로 결론에서는 노후소득보장을 강화하는 것과 더불어 고용보험법을 개정하여 65세 이상의 자도 고용보험에 가입할 수 있도록 하며, 또한 영세사업자 보험료 감면 등을 통해 실질적 사각지대 예방을 위한 노력도 병행해야 할 것을 제언하였다.
dc.description.abstractAs the public transfer income for old-age does not guarantee enough income of the elderly, the labor market participation rate of the elderly in Korea is high. As the earned income of the elderly is a major source of income for their livelihood, they are at high risk of poverty under unemployment. However, under current law, unemployment insurance is excluded from unemployment benefits by making it impossible for newly hired workers over age 65 to enroll in unemployment insurance system. This study examined the effect of employment status (working or non–working) on poverty for those aged 55-64 and those aged 65-79, with the upper age limit of unemployment insurance at 65 years of age. It is trying to verify empirically whether the risk of poverty over 65 under unemployment is not high due to the old-age income security system. The analysis used the data from the Korea Labor Panel in 2008 (11th) and 2016 (19th) and used a dynamic probit model that controlled the state dependency of poverty. The results showed that aged 65-79 were at higher risk of poverty than the elderly aged 55-64, regardless of work status, and the non-working state increased poverty risk by 20.7%p. Therefore, the upper limit of the unemployment insurance age should be revised so that those aged 65 and older can be covered by the unemployment insurance system.
