dc.description.abstract	급속한 기술 발전에 의한 노동 대체적 생산체제로의 전환가능성이 커짐에 따라 저출산·고령화의 위험은 더 이상 노인부양비와 관련한 미래 재정의 문제에 국한되지 않으며, 합계출산율의 즉각적인 상승을 목표로 하는 기존 저출산 대응 전략에 대한 수정을 필요로 한다. 본 연구는 기술 발전이 야기하는 고용 및 소득불안정성 확대라는 새로운 저출산·고령사회의 위험 속에서 자녀 양육 가구에 대한 현금 급여로서 갖는 아동수당의 정책기능을 진단하고, 입법예고된 아동수당법 제정안의 쟁점 사항들에 대한 검토와 함께 관련 제도들과의 유기적 관계를 고려한 아동수당제도 운영 방향을 제시하고 있다.
dc.description.abstract	The Korean government announced that it will provide a monthly allowance of 100,000 won for all children under six years old starting from July 2018. This study aims to address problems involved in the initiation of universal child benefits in Korea. For this purpose, chapter 2 and 3 investigate family policies focusing on child benefits across 35 OECD countries. In chapter 4, controversial issues over the government bill including the justification of universal allowance are examined by policy simulations. Finally, chapter 5 presents policy strategies for consolidating related family income support programs into child benefits.
