dc.description.abstract	전자기기와 정보통신기술의 가파른 발전은 혁명이라 부를 만한 산업의 성장을 가져와 근로 환경에 많은 변화를 일으키고 있다. 아날로그 방식의 업무가 디지털 방식으로 바뀌면서 산업 생산성이 크게 향상되었다. 스마트기기의 활용으로 시공간적 경계를 초월한 업무가 가능해지면서 업무 생산성도 향상되었다. 문제는 이로 인해 직장인들이 퇴근 후에도 업무에서 자유롭지 못하게 되었다는 데 있다. 디지털 근로 환경이 근로자에게 지나친 스트레스로 작용하고 노동권 침해의 소지가 있다는 여론이 일면서 사회문제로 부각되자 프랑스, 독일을 비롯한 선진국은 디지털 근로 환경의 역기능을 최소화하기 위해 다각적인 정책을 수립하고 있다.
