공공복지 전달체계 개편에 따른 지방자치단체의 대응 양상 비교: 읍면동 복지허브화 정책을 중심으로 = Comparative study on local government's responses to policy reform: focused on the community welfare delivery system

| dc.description.abstract | 본 연구는 2016년 읍면동 복지허브화정책의 추진결과를 검토하고, 지역 간 정책 추진내역을 비교분석하였다. 읍면동 복지허브화는 2014년부터 준비과정을 거쳐 2016년부터 전국 209개 1,094개 읍면동에 적용되었다. 본 연구에서는 복지허브화 추진 실태를 통계 검증하였으며, QGIS를 활용하여 지역 간 차이를 시각화 하였다. 2016년 복지허브화 추진결과를 종합하면, 대도시 지역이 중소도시와 농산어촌 지역보다, 재정자립도가 높은 지역이, 지역쇠퇴 위험성이 낮은 지역이 복지허브화 정책에 대한 반응도가 높았다. 그리고 기초생활수급자와 노인인구 비율이 낮은 지역이 복지허브화 추진율이 높았다. 향후 읍면동 복지전달체계 개편 정책의 지속가능성을 확보하기 위해서는 재정력이 낮고 복지자원이 부족한 지역을 위한 정책지원과 지역 간 격차해소를 위한 방안마련이 중요하다. In this study, we reviewed the results of the implementation of the community welfare delivery system in 2016, and compared the results of its implementation between applied cities. This study implemented statistical analysis and visualized its result using QGIS to analyze regional differences. According to the result of this study, The community welfare delivery system was more applied to the metropolitan area than the small and medium-sized cities and agricultural and fishing villages, and the regions with high financial independence and low risk of regional decline. And the rate of applied the community welfare delivery system is high in areas where the rate of recipients of basic living secure programs and the elderly is high. To maintain the sustainability of the community welfare delivery system, it is important to provide institutional supports for regions with lack of welfare resources and financial resources. |
