본고에서는 외환위기 이후 우리나라 경기변동의 특징으로 지적되었던 ‘동행지수순환변동치의 추세로부터의 괴리 확대’와 ‘순환주기의 단기화’ 여부에 대하여 분석하였다. 우선 2000년 8월 이후 경기동행지수 순환변동치(구계열)의 추세로부터의 괴리가 하향 확대된 것은 국면평균법(PAT)으로 추세를 제거한 경우에만 나타나는 특이한 현상이었다. 이는 동 방법이 외환위기를 전후한 성장추세의 하향(6%대 → 4%대 중반)을 제대로 반영하지 못한데서 발생한 것으로 보인다. 윌콕슨 검정법, 기간의존성 분석법, 그리고 스펙트럼 분석법 등을 이용하여 순환주기의 단기화 여부를 분석한 결과, 확장국면과 수축국면 모두 평균 지속기간이 짧아진 것으로 나타났다. 따라서 정책당국은 선제적 정책대응을 위하여 실시각(real-time) 경기분석에 역점을 두어야 할 것이며, 이를 위해 현 경기지수의 유용성에 대한 재검토와 더불어 성장순환보다 선행성이 더 우수한 것으로 알려진 성장률순환에도 주목할 필요가 있다.
In this paper we investigate two features of interest in Korean business cycles after the financial crisis of 1997. These are the persistent deviation of the cyclical component of the coincident composite index (henceforth CCI) from its long-run trend, and the hortening of the duration of upturns and slowdowns. First, the divergence of the cyclical component of the CCI from the long-run trend after August 2000 appears only when the Phase Average Trend (PAT) method is used. The main reason for the divergence is the sudden decline in the trend growth rate after the crisis (6% → mid 4%). Second, we also applied Wilcoxon's signed rank-sum test, duration dependency test, and spectral analysis to investigate whether there has been a change in cycle length after the crisis. It was found that the cycle length of upswings and downturns in Korean growth cycles shortened after the crisis of 1997. Given that the cycles significantly hortened after the crisis, the analysis of the business cycle in real-time has become of a great concern to policy makers. Therefore, it is necessary o re-examine the business cycle indexes, as well as to pay more attention to the growth rate cycles (GRC) , which is known to have a longer lead time.
