| dc.description.abstract | 지난 10월 4일 두 정상이 평양에서 회담을 개최하고, 『남북관계 발전과 평화번영을 위한 선언(이하 ‘1004선언’)』을 발표한 것은 상당히 고무적인 일이다. 특히 이 선언이 남북한 민족경제의 균형적 발전과 공동의 번영을 위해 경제협력 사업을 적극 활성화하는 것을 목표로 함으로써 통일을 향한 교두보를 실제적으로 마련했다고 평가할 수 있다. 그러나 민족경제의 균형적 발전과 공동의 번영을 위한 남북한 경제협력은 남한에 적지 않은 재정적인 부담을 가져올 것이다. 다시 말해서 경제협력을 추진하기 위해서는 적지 않은 비용이 소요됨에도 불구하고, 이에 대한 다양한 재원의 조달없이 남북협력기금의 증대만 고려하고 있다는 것은 우려할 만한 일이다. 독일의 예에서 보듯이 선언적인 통일에의 염원 때문에 통일비용에 대한 과소 추계와 이에 대한 재원 조달의 문제를 정치적으로 해결함으로써 통일 이후 독일 경제의 부채는 파탄에 이르렀다고 해도 과언이 아니다. 이런 문제의식 속에서 이 글은 통일비용에 대한 관심을 촉구하고 구체적이며 실현가능한 재원조달방안들의 활용 시점에 대해 고민하였다. 먼저 현재 재원조달이 가능한 남북교류협력사업기금은 장기적으로 가장 중요한 재원이 될 것이다. 왜냐하면 통일에 대비하여 남한에서 가용할 수 있는 재원으로서는 유일하기 때문이다. 또한 북한이 비핵화 선언을 증명하기 위해 국제사회의 요구를 수용한다면 공적개발원조 혹은 개발협력을 위한 재원이 국제사회를 통해 조달될 수 있다. 반면 통일에 대한 가시적인 성과들이 나타나는 시점까지는 통일세와 채권발행의 방안은 유보해야 할 것이다. 새로운 조세를 신설하는 방안은 국민들의 반발을 일으킬 수 있고, 시장을 통한 자본의 유치로 정부 재정을 압박할 수 있기 때문에 장기적으로 사용 할 수 있는 방안은 아니다. 마지막으로 개성공단의 물품들이 한미 FTA를 시작으로 전세계에 ‘메이드 인 코리아’의 상표를 달고 팔린다면 자유무역지구내 기업 부담금 또한 재원 조달의 한 방안으로 사용할 수 있을 것이다. It's time to discuss Korean peninsula unification and prepare unifying funds. This study not only suggest five fund resources, but also suggest combing resources each time and funding each methods used. When we plan the unifying in two koreas, we consider how raise funds and how much. In debate on Korea's reunification, economic burden will be most important variable. Son its financial resources have to prepare at this points of time. Because of resistance in taxation, ‘reunification tax' is desirable not a long period but a short period. 'Inter-Korean cooperation funds' which is founded in 1990 is a kind of reunification funds, there is an ample hope for success. if its method whic his focused on investment except social welfare is adjusted, funds is a good allotment social welfare expenditure. 'Business share in free trade district' can be used to foster investment in North Korea before and after reunification. If a company is set up in North Korea, it has a reduce in taxation 1%. When the company repay the loaned money, its interest is converted to business allotment. This share has a merit that takes advantage of an unemployment insurance but has a weak point in that resistance of investment. It is possible to ask of help with the international society considering hungriness in North Korea. This aids must use restrictedly in population, health, environment, poverty and development of society. The last way is that government issue bonds. A bond market not only flow in private capital but also promote investment. This variety ways have merits and demerits. Each methods combine or separate according to situation which point is faced with. Above all, "reunifying burden" will need to be planned to consider the South Korea's burden and available resources as possible as much. Hopefully, these ways will help build up a footstone for future-oriented tasks of Korean reunification. |
