본 연구는 한국복지패널 원자료를 활용하여 우리나라 공적이전소득과 조세의 소득재분배효과, 즉 빈곤감소 및 불평등감소 효과를 검토하고, 이를 주요 OECD 국가와 비교하는데 그 목적이 있다. 분석 결과, 우리나라의 공적이전소득은 최저생계비를 기준으로한 절대빈곤 감소에는 상당한 효과를 발휘하는 것으로 나타났다. 특히 연금과 공공부조성 급여는 노인의 절대빈곤을 감소시키는데 크게 기여하는 것으로 나타났다. 또한, 사적이전소득도 여전히 빈곤을 감소시키는데 중요한 역할을 하는 것으로 나타났다. 반면, 공적이전과 조세의 상대빈곤 감소효과와 불평등 감소효과는 사민주의 복지국가는 물론이고 자유주의 복지국가인 미국에 비해서도 미약한 것으로 나타났다. 이는 우리나라 사회복지제도의 급여 수준이 상대적으로 낮은데다, 아직 보편적 급여가 성숙되지 않았으며, 재분배보다는 절대빈곤 경감이라는 잔여적 목적에 초점이 맞추어져 있기 때문인 것으로 분석된다.
The purpose of this study is to analyze redistributive effects of public transfer programmes using Korea Welfare Panel Survey data(second wave) and to compare the results with those of other OECD countries. The results of analysis are as such: Firstly, public transfer benefits have a large effect on the reduction of absolute poverty rates and poverty gap ratios. Especially public pensions and public assistance benefits reduced poverty of the elderly by 20%p. Secondly, the effects of public transfers and taxes on the reduction of relative poverty(50 percent of median income) are relatively low when these are compared with those of other OECD countries. Public transfers and taxes reduced relative poverty rates by 4.3%p in Korea, 23.3%p in Sweden and 9.3%p in U.S. Finally, public transfers and taxes reduced Gini coefficient by 0.045 in Korea, 0.195 in Sweden and 0.109 in US. Generally speaking, these results suggest that the redistributive functions of public transfer programmes in Korea are weak compared with other OECD countries.
