| dc.description.abstract | 본 연구는 국민기초생활보장제도 취업수급가구와 탈수급가구를 대상으로 탈수급 결정요인을 분석하고자 하였다. 주된 관심은 취업수급자의 탈수급에 영향을 미치는 변인 중소득요인과 지출요인의 상호작용을 살펴보는 것이다. 탈수급의 성격을 고려하여 ‘성공적’ 탈수급과 ‘행정적’ 탈수급으로 구분하였으며, 한국보건사회연구원의 ‘근로능력 수급자의 탈빈곤 실태조사’ 데이터를 이용하여 분석하였다. 그 결과, 가구주의 종사상지위(소득요인)와 취학아동 유무(지출요인)가 탈수급에 중요한 영향을 미치는 것으로 나타났다. 다음으로 변인간 관계에서는 취학자녀가 없으며 취업가구원수가 2인 이상인 집단의 탈수급 가능성이 가장 높은 반면, 취학자녀가 있고 월세에 거주하며 취업가구원수가 1인인 경우 수급 가능성이 가장 높게 나타났다. 이러한 분석결과는 교육비 등 지출요인이 큰 경우, 취업을 하더라도 그것이 탈수급을 저해하는 요인으로 작용하고 있음을 말해주는 것이다. This study aims at identifying the decisive factors of welfare exit among public assistance recipients, by focusing on the interaction between "Income Factors" and "Expenditure Factors" under the scheme of National Basic Livelihood Protection System. The model presented in this paper contrasts 3 type of recipients: working population in the actual recipients, welfare leavers by income factors or expenditure factors, and welfare leavers by administrative regulations. In order to find out decisive factors, this paper uses the KIHASA cross-section data for economically active population among public assistance recipients and welfare leavers. The main findings are summarized as follows. First, among the various factors, the employment status of head of household(income factor) and the schoolchild (expenditure factor) are the decisive factors of welfare exit. Second, the expenditure factor plays a crucial role in the welfare dependancy. These results imply that the control of expenditure factors is crucial to promote the welfare exit. |
