| dc.description.abstract | 본 연구는 장애인차별금지법 상에서 ‘인적편의 제공’ 의무를 가진 해당기관 중 경찰서나 법원, 종합병원 응급실과 같이 청각장애인에게 긴급하게 의사소통 보조를 필요로 하는 상황에서 해당기관 차원의 수화통역서비스 의무제공이 어떻게 이루어지고 있는지를 파악하고, 보다 원활한 의무적 수화 통역서비스 제공 방안을 도출하는 데에 그 목적이 있다. 본 연구의 조사 방법으로는 수화통역서비스 를 제공하고 있는 수화통역사를 대상으로 설문조사를 실시하였고, 청각장애인을 대상으로 심층면접을 실시하였다. 본 연구 결과 수화통역사들은 사법영역 및 의료영역에서의 수화통역을 가장 어려워하였 으며, 보다 체계화된 보수교육의 필요성을 제기하였다. 또한 응급상황에서 수화통역을 제공한 경험이 있는 수화통역사들의 경우 응급상황이 발생하는 기관에서 수화통역서비스에 대해 제대로 인식하지 못함으로 인하여 적절한 수화통역서비스 제공이 어렵다고 지적하고, 해당기관을 대상으로 한 인식교 육의 필요성을 제기하였다. 마지막으로 청각장애인을 대상으로 한 심층면접 조사결과에서는 응급상황 에서의 원활한 수화통역을 위해서는 보다 전문적인 수화통역서비스가 요구되기 때문에 특히나 사법 영역 및 의료영역의 수화통역에 대한 전문적 자격증 제도를 신설하고 질 높은 서비스를 제공받을 수 있는 환경마련의 필요성을 제기하였다. 본 연구의 결론 및 제언부분에서는 청각장애인을 위한 수화통 역서비스 활성화를 위한 정책적 제언이 포함되었다. The purpose of this study was (1) to identify how a sign language interpreter service was provided in judical and medical situations and (2) to suggest political implications for a more suitable provision of a sign language interpreter service by the institutions. To accomplish this study’s aims, the researchers conducted a survey to explore the experiences of interpreters who are the main providers of sign language as well as conducted in-depth interviews with 10 individuals with hearing impairment. This study presents the findings of that survey and interviews, and analyses them with regard to political implications. The findings were as follows: first, interpreters, who are the main providers of sign language, demonstrated the greatest difficulties in judicial and medical areas, so they suggested the need for more systematic continuation training. Second, interpreters who have experience of providing an interpreter service in judical and medical situations also suggested the necessity of awareness training for people who are working in the institutions. Due to the lack of awareness of the institutions' responsibility of providing an interpreter service as a resonable recommendation and the function of the sign language interpreter service as a Human Right, it is difficult to provide an adequate sign language interpretation service. Lastly, the in-depth interview results suggested that individuals with hearing impairment want to have a high quality interpreter service in emergency situations. To do this, it is required that a professional certification system is established, especially for judicial and medical areas. More political implications are included in the final section. |
