| dc.description.abstract | 본 연구에서는 청년기 실업경험 유무와 실업 후의 경제활동 상태에 따라 장기적으로 연금수급권에 영향을 줄 수 있음을 시뮬레이션 분석을 통해 제시하고 있다. 분석에 의하면, 청년기 실업을 경험한 국민연금 가입자는 실업을 경험하지 않은 가입자에 비해 연금사각지대에 빠질 우려가 높은 것으로 나타났고, 또한 연금수급권을 확보한다고 하더라도 급여수준이 낮은 것으로 분석되었다. 이러한 원인으로는 청년기 실업이 특정시점에서의 연금가입기간의 단절이라는 측면도 있지만 청년기 실업을 경험한 가입자의 경우 이후의 근로환경 또한 좋지 못할 확률이 높아, 납부예외 및 체납의 장기화로 인해 연금수급권을 획득하지 못할 우려가 있다는 점이다. 따라서, 청년실업은 청년기의 실업자체로의 문제에 그치는 것이 아니라 생애기간동안 자신의 근로환경을 결정짓는 주요 요인으로 작용한다는 점에서, 미래의 연금수급권 보장을 위해 청년실업에 대한 적극적인 대책 마련이 필요함을 시사하고 있다. This study analyses the pension entitlement that can be changed depending on the state of youth unemployment experience and economic activity. According to the simulation analysis, the national pension subscribers with youth unemployment experience are more likely to fall into the blind spot more than these without youth unemployment experience, also their pension benefit levels have been estimated as low, even if they acquire pension entitlement. Youth unemployment is the cause to cut off the subscription period. The other hand, subscribers with youth unemployment experience is likely to face bad working environment since adolescence, and may not be able to acquire pension entitlement. Therefore, youth unemployment is not limited to the problem of youth unemployment itself. Namely, youth unemployment acts as a major factor in determining their own working environment during the life. As a result, We will need to take active measures for youth unemployment in order to ensure that future pension entitlements. |
