| dc.description.abstract | 본 연구는 서울지역을 중심으로 진행되고 있는 공공과 민간의 사회복지 네트워크 사업의 운영 및 네트워크 특성 분석을 통해 그 성과와 한계를 도출하고, 사회복지 네트워크 사업의 활성화 방안을 제시하는 것을 목적으로 한다. 이를 위해 서울시 주도의 공공과 민간 사회복지 네트워크 사업에 대한 문헌분석, 공공과 민간기관의 현장전문가 심층면접, 그리고 초점집단인터뷰를 실시하였다. 연구결과, 네트워크의 기본 요소로 제시되는 자발성, 신뢰, 상호호혜성, 그리고 지속성 측면에서 서울시 사회복지 네트워크 사업은 전반적으로 취약한 것으로 나타났다. 또한, 사회복지 네트워크 사업을 통해 사각지대 해소, 지역사회 민간기관들간의 협력 증진 등과 같은 성과도 보이고 있지만, 사업수행의 경직성, 민간기관의 업무과중, 기존의 유사사업과의 중복성 등의 문제점도 발견되었다. 이러한 연구 결과를 바탕으로 공공주도의 사회복지 네트워크 사업의 성공적인 정착과 발전을 위한 방안을 제시하였다. The purpose of this study is to identify the characteristics of social welfare networks and to evaluate performance and limitations of public-led social welfare networks with the criteria of the core values of networks. To achieve this purpose, the researchers conducted in-depth interview and focused group interview with about twenty social workers and public servants who were responsible for social welfare networking programs. The performance of social welfare networks included reducing the vulnerable people, promoting participation and cooperation of the private institutions, introducing and distributing excellent projects to other agencies and places, and developing diverse private resources. Also, we found the following problems: stiffness (bureaucracy) in operation of networking programs, suffering from a heavy workload among social workers in private sector, conducting similar welfare projects both in public and private sectors, limitations and inefficiency of communication due to the absence of social welfare information systems, and the absence of incentives for participating private institutions. Finally, the implications for improving social welfare networks and roles of local government were discussed. |
