본 연구는 생활상의 어려움을 칭하는 빈곤을 정확하게 이해하기 위해서는 다차원적 접근이 필요하다고 전제하고 우리나라의 빈곤집단을 다차원적 측정 방법을 활용하여 규명하였다. 소득으로 빈곤을 측정하는 일차원적 연구는 빈곤의 실질적 생활양상을 반영하는데 한계를 갖기 때문에 그 대안으로 다차원적 접근을 시도한 연구들이 적지 않다. 그러나 다차원적 분석을 시도한 국내 연구들도 대개 생활상의 어려움을 대변하는 여러 차원의 박탈 등을 활용하면서도 빈곤집단을 비박탈집단과 대비되는 단일 집단으로 간주하거나, 빈곤의 심도를 고려하여 집단을 층화하여 구분하는 경향을 보여 왔다. 이러한 방식은 빈곤의 각 차원의 특성을 사상하는 한계를 갖고 있다. 본 연구는 잠재적 집단분석을 활용하여 빈곤층의 구성을 개방적으로 파악하였다. 그 결과, 우리나라 빈곤층은 세 개의 집단으로 구분되었다. 첫 번째 집단은 주로 근로능력이 미약하며 의료비 부담이 큰 집단이었다. 두 번째 집단은 근로능력은 있지만 고용상태가 불안정하며 주거와 교육, 금융거래 등 거의 모든 생활영역에서 박탈을 경험하는 극빈한 집단이었고, 세 번째 집단은 근로활동을 하면서 생활을 꾸리지만 주거비 부담이 큰 집단이다. 각 집단의 규모와 특성을 분석하고 그 정책적 함의를 제시하였다.
This study examined the characteristics and the size of the poor group by utilizing a latent class analysis model. Many scholars have acknowledged the limitations of income poverty measure and have suggested using multidimensional poverty as an alternative poverty measure. This study try to share same orientation and explore a new method that help us understand the reality of the poor in Korea. The poor may not be one single homogeneous group. Results show that there are three different types of the poverty group in Korea. The first poverty group is composed of people who are weak at work ability and pay high medical costs. The second group is characterized by unstable employment status, though has physical ability to work. Further, the poor in this second group, have experience of deprivation in most of living area such as housing, credit accounts, and education. The third group has a job but pays high housing costs. Research findings are discussed and policy implications also are suggested in this paper.
