| dc.description.abstract | 본 연구의 목적은 글로벌 금융위기와 같은 대외적 충격과 경제 및 사회의 구조적 문제점이 결부되어 발생한 급격한 경기변동 또는 관련 사회적 위기를 경험한 국가의 사례연구를 통해 위기의 기간 동안 복지 제도 및 지출이 위기 극복에 미친 성과와 문제점을 파악하고 이를 통해 향후 성장-복지 선순환 구축과 관련된 정책적 함의를 도출하는 데 있다. 이를 위해 OECD.stat의 자료를 활용하여, 복지 제도 및 지출의 역할을 1) 소득재분배 개선 효과 2) 경기침체탈출에 미치는 영향 3) 경제적 충격에 대한 안정화 효과에 집중하여 접근하였으며, 이러한 변수 중심적 사례연구의 단점을 보완하기 위해 복지레짐 특성과 최근 정책적 관심도를 반영하여 사례국가(4개국)를 선정하고 심층적 사례 분석을 통해 맥락(context)적 이해를 중심으로 국가별 정책 대응 및 복지지출의 역할에 대해 고찰하였다. |
| dc.description.abstract | The purpose of this study is to investigate the effects of welfare systems and expenditures on the crisis through the case study of countries experiencing rapid economic fluctuations associated with external shocks such as global financial crises. This study also aims to derive the policy implications related to the growth-welfare virtuous cycle. This study examined the responses to worsening income distribution indicators caused by the economic crisis and grasped the role of welfare system and welfare expenditure through international comparison in terms of automatic stabilization function to mitigate the impact of rapid economic fluctuations. We also examined the effect of welfare spending on the recession period. The policy implications of this study are as follows. First, the welfare system and social expenditure have played a role of increasing the sustainability of the nation in response to the crisis by absorbing shocks through redistribution of income and the stabilization effect of economic fluctuations in the global financial crisis. Second, as shown in the analysis of determinants of recession exit, it is necessary to increase the labor income share and total factor productivity in order to get out of the recession quickly. Third, social expenditure plays a role of stabilizing function during recession, but it may have a negative impact on recession exit. This is closely related to the nature of the stabilization function that mitigates the impact of short-term economic fluctuations by dividing them into longer periods. Finally, since the effects of poverty and inequality reduction are not always proportional to the size of welfare expending, welfare system and policy direction should be designed and supplemented in order to enhance the effectiveness of the system. |
