초록: 발달장애인은 자기 의사 표현의 제한으로 인하여 스스로의
권리 주장이 어려울 뿐 아니라 논리적으로 사고하거나 판단할 능력이 결여되어 있다는 부정적인 시각으로 보호의 대상으로만 간주되어 왔고, 신체장애인 중심으로 발전해 온 국내 장애인 복지제도 내에서 발달장애인에 대한 지원은 정책적인 우선 과제에서 밀려나 있었다. 이에 2014년에 제정된 「발달장애인의 권리보장 및 복지지원에 관한 법률」에 따라 발달장애인에 대한 포괄적인 복지 서비스 제공은 국가의 책무성이 되었으나 법의 본래 취지와 목적이 올바르게 구현되기 위해서는 해결해야 할 과제들이 많다.
이에 본 연구에서는 성인기 발달장애인의 일상적인 삶의 주요 영역이라고 할 수 있는 직업, 평생교육, 건강 의료, 주거,가족 등의 주요 정책적 영역을 상정하고 이와 관련된 국내 현황, 지원 욕구, 해외 사례 등을 다각적으로 검토하여 향후 구현되어야 할 정책 방향과 내용들을 제시하고자 한다.

In Korea, there has been various laws and systems to enhance rights and social participation of individuals with disabilities. However, the individuals with disabilities are constantly discriminated by the society. In particular, individuals with developmental disabilities have experienced disadvantages in social welfare policy.
The purpose of the present study is to suggest policy directions develop support systems for individuals with developmental disabilities within the essential life areas, such as employment, life-long education, health, housing, and family.
This study consists of four main parts. First, literature related to employment, life-long education, health, housing, and family were reviewed. In addition, various Korean laws and systems, as well as several advanced countries’ systems were examined. Second, a survey was administered on present conditions and service needs; and the collected data was statistically analyzed. The data was utilized as a source of preliminary information to develop political suggestions. Third, focus group interviews were conducted with parents, professional researchers, and agency staffs. They generated a wide range of perspectives and needs based on their own experiences. The qualitative data provided valuable information to develop practical implications enhancing welfare system for individuals with disabilities. Finally, political suggestions were discussed to support employment, life-long education, health, housing, and family of individuals with disabilities.
In conclusion, it is the society’s obligations to provide integrated and specialized services within welfare programs in order for individuals with developmental disabilities and their families to be included in the society.
