| dc.description.abstract | 그동안 국내 북한·통일 연구에서 통일 이후 남북한 사회보장제도 통합에 대한 논의는 남북한 정치·경제 통합 연구에 종속된 채, 남북한 통합 연구의 주변부에 자리 잡고 있었다. 이러한 배경하에 본 연구는 통일 이후 남북한 사회보장제도의 질서 있는 통합과 기존 북한 사회보장제도의 평화로운 해체와 통합, 편입 방향을 제시하고자 하였다. 이에 본 연구는 통일 이후 통합 전략적인 차원에서 일정 기간 남북한 경제·사회제도를 분리 운영하고 이러한 가운데 남북한 간 격차를 줄이는 방식으로 분야별 통합을 이룩하는 것이 바람직한 방안이라 판단하였다. 또한 통일이후 이러한 통합정책을 운영하는 시기를 ‘과도기 이중체제’로 명명하였다. 연구 결과를 근거로 다음과 같은 정책적 함의가 도출된다. 첫째, 남북한 현실을 감안하였을 때, 통일 이후 급격한 경제·사회통합은 바람직하지 않다. 둘째, 남북한의 통일을 위한 준비와 역량을 고려하였을 때, 통일 이후 과도기 이중체제는 불가피하다. 셋째, 통일 이후 남북한 사회보장제도의 제도·급여의 차이는 위헌적인 요소가 다소 존재할 수 있지만 대체적으로 통제가 가능하다. 넷째, 북한이탈주민에 대한 실태조사 결과, 북한의 복지제도와 실태에는 심각한 괴리가 존재하며, 이는 고스란히 복지부문의 부담으로 작용한다. 다섯째, 통일 이전에 남북한 사회복지제도와 실태의 간극을 상쇄하기 위한 대책이 필요하다. 여섯째, 북한지역 사회보장제도가 자생성을 확보하기 위해, 북한의 역량을 적극적으로 양성·활용할 필요가 있다. 일곱째, 관련 기관들의 적극적인 교류와 협력, 정보수집과 분석, 전문 인력양성, 사회보장 각 제도·대상·위험 등에 대한 선제적 연구와 탐색이 필요하다. |
| dc.description.abstract | The wide difference in social security between North Korea and South Korea makes it hard to imagine an immediate systemic integration. Instead, this study explored how a “transitional dual system” may work for North Korea for a certain period of time after unification. This study is composed as follows. First, we examined the necessities, essential characteristics, and directions of the transitional dual system, and presented a plan for its implementation. Second, we looked into legal issues concerning the transitional dual system in terms of the violation of basic right, equal right, and social security eligibility right. Third, we examined the social security system and present conditions of North Korea concerning national rationing, wage and income security, social service, and healthcare security. Fourth, we studied the way to disassemble the social security system of North Korea and integrate it into South Korean system. Fifth, we examined the feasibility of introduction public assistance the vulnerable and low-income people in North Korea and discussed related issues. Sixth, we presented a plan for the application of the basic pension system of North Korea region. Seventh, we examined the basic principles and concrete policy measures to normalize healthcare system in North Korea. |
