dc.description.abstract	우리나라는 국민건강보험제도와 함께 노인장기요양보험의 도입으로 외형적으로는 노인 의료와 요양서비스의 공급체계가 마련되었다고 할 수 있으나 서비스의 전달체계에 대해서는 상대적으로 관심이 적었다. 노년기에는 질병 이환, 신체 및 인지 기능 저하 등 복합적인 문제가 발생하게 되어 연속적이며 전사적인 서비스가 제공되어야 한다. 하지만 분절적으로 제공되고 있는 노인 의료와 요양서비스는 노인의 다양한 욕구에 대응하지 못하고 있으며 건강 보장 체계의 비효율적 운영으로 사회적 비용의 급증을 초래할 수 있다. 본 연구는 노인에 대한 의료와 요양서비스 제공에 있어 노인의 다양한 욕구에 부응할 수 있도록 급성기 치료부터 요양에 이르기까지 각각의 역할과 기능이 연계되어 서비스 공급의 연속성을 확보할 수 있는 통합적 케어 제공 체계를 모색해 보고 이를 통해 수요자 중심의 시의적절한 서비스를 제공함과 동시에 중복·과잉 서비스 등 불필요한 비용 증가 억제를 위한 제공 체계를 제시하고자 한다.
dc.description.abstract	Korea is one of the world’s most extreme examples of demographic challenge. Rapid advances in medicine, diet, and living standards have increased life expectancy. Back in 1960, Korean women on average gave birth to 6.0 children. By 2015, the fertility rate had fallen to 1.24. With life expectancy rising and birthrates plumbing record lows, Korea is about to undergo a stunning demographic transformation. According to the latest government projections, 40.1 percent of Korea’s population will be 65 years of age or older by 2060. Korea faces the challenge of providing for one of the most rapidly aging populations in the world. The aging of its population will bring profound changes to nearly every dimension of Korean life. Government budgets will come under relentless pressure from rising expenditures on health care and long-term care. Unless Korea takes adequate and timely steps of preparation, it could face a future of slower economic growth and stagnating living standards. Therefore, various policy efforts are needed to integrate healthcare and long-term care services for the elderly.
