dc.description.abstract	본 연구는 주요 건강지표인 평균수명, 사망률, 영아사망률 및 모성사망비에 대하여 통일 전후의 동서독 간, 그리고 남북한 간 비교 분석함으로써 향후 남북한 건강수준의 차이를 전망해 보고자 하였다. 이를 위해 우리나라 통계청과 독일 통계관련 기관, 유엔 등의 원시자료와 국내외 보고서 및 논문 등의 이차자료를 활용하여 분석하였다. 남북한 평균수명의 차이(남 12세, 여자 11세)는 통일 전 동서독 평균수명의 차이(남자 2.4세, 여자 2.9세)보다 훨씬 높은 수준이다. 통일 후 10여 년 동안 여자의 동서독 평균수명의 차이는 거의 해소된 반면, 통일 후 동독 남자의 사망률은 증가하여 동독 남자의 평균수명이 감소하는 등 남자의 동서독 평균수명의 격차는 여전히 해소되지 못하였다. 북한의 영아사망률과 모성사망비는 남한에 비해 각각 8.7배, 8.8배 높은 수준인데, 동서독 간 영아사망률 및 모성사망비의 격차가 통일 이후 빠르게 극복된 점은 우리에게 시사하는 바가 있다 하겠다. 결론적으로, 북한의 건강수준을 향상시키고 남북한의 건강수준의 격차를 줄이는데 필요한 시간과 비용은 통일 독일의 건강수준의 격차를 줄이는데 들어간 시간과 비용보다 훨씬 더 클 것이다. 이에 통일 전부터 남북한 간 건강수준의 차이를 감소시킬 수 있는 전략을 마련하여 국내외적인 노력을 기울여야 할 것이다.
dc.description.abstract	This study analyzed data from Statistics Korea, the German Federal Institute for Population Research, the Human Mortality Database, and the United Nations (UN) to examine changes in life expectancy at birth, mortality, infant mortality rate, and maternal mortality ratio between South and North Korea and between West and East Germany. The results were as follows. First, the difference in life expectancy at birth between South and North Korea (men 12 years, women 11 years) was higher than that between West and East Germany before unification (men 2.4 years, women 2.9 years). There is no difference in life expectancy among women in West and East Germany. Second, the mortality rate of North Korea was 60% higher than that of South Korea. After unification, the mortality rate of men in East Germany increased suddenly and life expectancy among East German men decreased over the subsequent few years. Third, compared to South Korea, the North Korean infant mortality rate and maternal mortality ratio was 8.7 and 8.8 times higher, respectively. The pre-unification differences in infant mortality rate and maternal mortality ratio between West and East Germany reduced shortly after reunification. The findings imply that the cost involved and the time needed to eliminate health inequality between South and North Korean individuals after unification may both be higher than that required to eliminate differences between individuals from East and West Germany. Thus, efforts are needed to reduce the differences in health between individuals from North and South Korea before unification.
