초록: 우리나라는 현재 많은 갈등을 겪고 있다. 보건복지 분야에서도 우리나라가 앞으로 나아가야 할 방향에 대해 여러 가지 의견이 팽팽하게 맞서고 있다. 이러한 문제에 대한 한 가지 대안 제시가 보건복지의 방향에 대한 우리 사회의 대타협이 필요하다는 것이다. 이에 대해 본 연구는 한 발자국 더 나아가야 한다고 주장하고자 한다. 즉 이제 사회대타협 자체보다는 사회대타협을 창출하는 능력에 눈길을 돌려야 할 때라는 것이다.
현재 어떻게 사회대타협이 이루어졌어도 변화하는 상황에 의해 새로운 대타협이 필요해지는 경우 사회대타협 창출능력이 없으면 곧 갈등으로 인한 문제를 겪게된다. 즉 사회대타협 창출능력이 있는 사회는 갈등이 계속 밀려와도 이에 대해 계속적인 대처를 하면서 살아남을 수 있다. 따라서 본 연구는 이러한 사회대타협에서 사회대타협 창출능력에로의 관심의 전환이라는 주제에 대해 이론적 배경을 제공하고, 대표적인 국제사례를 제시함으로써 우리나라에서 사회대타협 창출능력에 대한 관심을 높이고, 그 형성과 발전에 기여함을 목적으로 한다.

The main subject of this study is that the social consensus building capacity is more important than the social consensus itself. If a society does not have a social consensus building capacity, it cannot succeed in responding the continuous demand for new social consensus, although it has now a social consensus. On the contrary if a society has a consensus building capacity, it can respond to the continuous demand for new social consensus, which is needed for the changed new social environment.
To promote social consensus building capacity a society must respect following conditions.
Firstly, the democracy makes the conscious engagement possible.
Secondly, a society must be sensitive to a formative moment, which an external great crisis creates.
Thirdly, there must be a good social process for social leader selection in order to make a right decision in a formative moment.
Fourthly, there must be a collective and open institutions in public world in which man can discuss politics. This makes the resonable action possible, which is neither narrow self-interest nor altruism.
Fifthly, the conditions for promoting contingent consent must be satisfied.
Sixthly, the traditional mental capital that can promote social consensus building capacity must be found, inherited and creatively developed.
