dc.description.abstract	2014년 12월 국민기초생활보장법이 개정되면서 국민기초생활보장제도와 연동되는 차상위계층 지원사업과 관련된 규정과 기준 조저이 시급한 과제가 되었다. 국민기초보장제도의 변화는 모법에 연동되어 시행되어온 차상위계층 지원사업의 선정기준, 사업지침 및 예산의 조정 등이 요구됨에도 불구하고, 현재는 전국에서 시행되고 있는 다양한 차상위계층 지원사업에 대한 기초적인 현황파악조차 미비한 상태라고 할 수 있다. 따라서 본 연구는 차상위계층을 위한 지원사업의 현황을 분석하고 이를 기초로 차상위지원사업의 체계화 방향과 방안을 검토하는 것을 목적으로 한다.
dc.description.abstract	The purpose of this study is to examine the current status of assistance programs for low-income families in Korea and to provide policy suggestions to improve the assistance programs for the low-income families, including those in near poverty. In particular, this study focuses on the impacts of the current reform of the Basic Livelihood Security System (BLSS), public assistance programs in Korea, on low-income assistance programs. Using the recent administrative data from the Ministry of Health and Welfare, the descriptive analyses find that services and benefits for low-income families are highly concentrated among BLSS recipients. Findings of this study suggest that low-income assistance programs prioritize the low-income families with special needs over the BLSS recipients. According to the new guidelines for the BLSS, the low-income assistance programs should provide low-income families with customized benefits or services with more simplified eligibility criteria.
