dc.description.abstract	지금까지 우리나라에서 의료의 질은 일부 질병이나 서비스 분야에 대한 임상적 성적을 공개하는데 집중해 왔다. 이는 임상 전문가, 의료인, 관련 정책 전문가들에게는 중요한 잣대일 수 있으나, 보편적 의료보장 정책을 추진하는데 있어서는 실용적인 근거로 활용되기 어렵다. 의료의 질은 의료제공시스템 전반에서 국민이 접하는 모든 의료서비스에서 인지되고 지속적으로 향상될 수 있어야 한다. 이를 위해서는 의료제공시스템의 질 수준과 향상 정도에 대한 지속적인 평가가 필요하며, 관련 보건의료정책이 질 향상에 얼마나 기여했는지 평가되어야 한다. 미국 의료의 질과 불평등 보고서는 의료제공시스템을 대상으로 의료 질의 측정과 질 향상이 환류 되는 좋은 사례라고 할 수 있다. 우리나라에서도 의료제공시스템에서 제공되는 모든 의료서비스의 질 수준을 평가하고 매년 변화를 추적하는「한국 의료 질 보고서」의 작성과 공개가 필요하다.
