dc.description.abstract	본 연구는 현재 국가-지자체간의 대립과 갈등이 사회보장 책임구조의 복잡성에서 비롯된 것임을 밝히고, 이에 대한 근본적인 해결책으로 최적의 사무권한 배분과 재정분담의 제도화를 위한 규범적 원리와 구체화된 배분기준을 제시하였다. 효율성과 형평성 원리에 기초하여 정부보조 유형에 따라 생산·소비의 외부불경제와 전달비용(비용), 소득재분배 기능(효과) 그리고 실행가능성(집행능력)을 고려해서 국가와 지방자치단체의 책임영역을 구분하였다. 사무조정 시산결과 지자체의 재정부담은 1.1조원에서 1.7조원 감소하고, 재정자립도와 재정자주도는 각각 3~4.9%p와 4~6.7%p 상승하는 것으로 나타났다.
