dc.description.abstract	□ 2013년 국민연금 재정계산에 대비한 실행 가능한 국민연금 재정 안정화 방안 검토 ○ 재정안정화 차원에서 급여 및 보험료 조정 가능성 검토 □ 저출산·고령사회에서 정부 정책의 지속 가능성을 점검하기 위한 세대간 회계(Generational Accounting) 개념 재정의 및 우리나라 현실에 대입 ○ 연구 분석 틀로서 전통적인 세대간 회계 개념의 장·단점 분석 ○ 우리나라 국민연금제도에 세대간 회계 개념 적용 및 시사점 도출 □ 공적연금제도의 지속 가능성 제고를 위해 연금제도 자동안정화 장치를 도입한 국가들의 구체적인 제도 운영사례 소개 및 비판적인 평가 ○ 일본, 독일, 이탈리아, 스웨덴, 라트비아 등 구체적인 제도 운영상의 차이는 있으나, 일종의 자동안정장치를 도입한 국가들의 제도 운영사례 검토(최근 자료 포함하여) □ 연금 선진국들과 제 상황이 판이한 우리나라에서 도입 가능한 연금재정 자동 안정화 장치 제안 ○ 연금제도 성숙단계에 맞추어 코호트별로 상이한 제도 적용방안 적극 모색
dc.description.abstract	Facing the challenge of aging population due to increasing life expectancy and low fertility, it is expected that pension cost of National Pension Scheme(NPS) will greatly increase threatening financial sustainability of the scheme. In order to improve the financial sustainability in the long term, NPS plans to conduct actuarial valuation in 2013. This study evaluates the financial status of NPS and suggests reform direction including appropriate contribution level with possible increase of contribution rate. For this purpose, the study conducts long-term financial projection of NPS based on 2011 Population Projection by Statistics Korea. The study also examines contribution level of public pension in other countries along with their pension expenditure and pension fund compared to GDP. In consideration of inter-generational solidarity, the study adopts the deterministic overlapping generations model to analyze the impact of policy options of NPS on the economy and on the intragenerational and intergenerational well-being. Also, the study conducts generational accounting of NPS in terms of tax and government finance.
